Leonard Tharpe is President and Chief Executive Officer of Brandon Technology Consulting, Incorporated (BTC) , a company he started in the basement of his former Stafford, Virginia home in 2000. Today his company has over 60 employees in Tennessee, Virginia, Washington DC, Maryland, North Carolina, Georgia and California. BTC provides Information Technology services to Department of Defense, Federal, State and Local governments and a wide range of commercial and non-profit organizations.

Leonard was born in Paris, TN. He attended Austin Peay State University where he received a Bachelor of Science degree in Computer Science and a ROTC Distinguished Military Graduate designation which resulted in an officer's commission in the U.S. Army. He received a Master of Science degree in Management Information Systems from the University of Southern California and a Master of Science degree in Computer Science from the U. S. Naval Postgraduate School in Monterey, California. He also attended the Dartmouth College Minority Business Executive Program.

Leonard served 20 years in the United States Army. In the Army he worked in the areas of information technology, acquisition and procurement, communications-electronics, and field artillery. His military assignments included The Pentagon where he served at the Army Office of the Chief Information Officer, the Army Strategic and Advanced Computing Center, and the Army Artificial Intelligence Center. He also worked at the Army Information Systems Small Computer Program in New Jersey; and the Army Information Systems Support Group in Hawaii. His military awards and decorations include the Legion of Merit, Meritorious Service Medal, Joint Services Commendation Medal, Army Commendation Medal and the Army Achievement Medal.

Prior to BTC, Leonard worked for several information technology companies in the Washington D.C. area as a vice president, program manager, technical manager and consultant. He also was an adjunct professor at Strayer University in Manassas, Virginia, and at Stratford University in Woodbridge, Virginia. At each university he taught a wide range of information technology courses. He was also an IT instructor for The Learning Tree International, one of the nation's largest IT training companies. Leonard has more than 25 years of experience in various areas of computer science and information technologies serving in both technical and management positions.

His professional affiliation includes the Armed Forces Communications and Electronics Association (AFCEA), the National Defense Industrial Association (NDIA), the Association of Information Technology Professional (AITP), the Information Systems Security Association ISSA), the Data Warehouse Institute (TDWI), the Project Management Institute and others.

Leonard is a huge supporter of community outreach initiatives. He is a former member of the board of directors of the Fredericksburg (VA) Regional Boys and Girls Club. His company also supports the United Way R. H. Boyd Foundation, the Nashville Big Brothers Big Sisters, Stafford County Youth Sports Sponsorships, student internships, and Adopt-a-Classroom.

He and his family reside in Gallatin, Tennessee.
